Grade School Teacher at Fort Bragg Shows Up to Class Wearing Dog Collar and Animal Tail

A conservative legal group is demanding immediate action from the federal government after alleging that young children at a Fort Bragg elementary school were exposed to “sexually inappropriate and disturbing behavior” by a male substitute teacher who identifies as transgender.

Liberty Counsel said it sent a formal demand letter on February 9, 2026, to the Department of Defense Education Activity (DoDEA) on behalf of several parents at Fort Bragg’s Mildred B. Poole Elementary School. According to the letter, kindergarten and pre-K students were subjected to behavior that left them feeling “scared,” “upset,” and “uncomfortable.”
Multiple families complained that the teacher would:
- dress provocatively in “female” attire that confuses children.
- wear a dog collar with fetish tags and an animal tail in class.
- tell students stories about turning into a “wolf” – his sexual fetish animal.
- involve students in his wolf fetish by directing them to howl like wolves.
- require students to call him by some of his online wolf character names.
- require his students to address him by false female names and pronouns.
- make statements to children about being “born in a male’s body” but “actually a woman” who “likes boys.”
In the letter, Liberty Counsel alleges that administrators allowed a “trans-identified male substitute teacher/teacher’s aide” to dress in what it described as provocative female attire, wear a dog collar with fetish tags and an animal tail in class, and tell students stories about turning into a “wolf.”
The letter further claims the teacher involved students in his “wolf persona” by directing them to howl like wolves and requiring them to address him by various online character names. Among the names listed in the complaint are “Roxxanne Wildheart,” “Ms. Roxxie,” “Captain Roxxie,” “Koda Wildheart,” “Kiera Blackheart,” “Lilith Deathhowl,” “Artemis Deathhowl,” and “savagebeastqueen.”
Parents told Liberty Counsel their children expressed fear following the teacher’s alleged comments. One mother recounted a troubling exchange with her daughter.
“Mommy, I’m scared he’s going to come eat me!” the child said.
The mother asked, “Who’s going to come eat you?”
Her daughter replied, “Ms. Roxxie! He told us again he turns into a wolf at night!”
Another child reportedly told her parents, “Ms. Roxxie likes to have us howl like wolves.” The same child allegedly said, “Mommy, Ms. Roxxie says he was born in a male’s body, but he’s actually a woman, but he likes boys!”
Liberty Counsel argues that the conduct constitutes sexual harassment under Title IX and violates President Donald Trump’s Executive Order 14168, titled “Defending Women From Gender Ideology Extremism and Restoring Biological Truth to the Federal Government,” signed in January 2025.
“This male’s behavior and DoDEA’s failure to intervene constitutes sexual harassment in violation of Title IX and violates President Trump’s Executive Order 14168,” the letter states.
The group is demanding that DoDEA immediately suspend the teacher, remove him from contact with children pending an investigation, and offer forensic interviews for any young girls the teacher may have escorted to the restroom.
Parents say they raised concerns with school administrators in early 2025 and again in January 2026 but were told the administration “can’t do anything about how he dresses, because there is no official dress code,” and because he is “transgender.” According to Liberty Counsel, the current principal told parents, “we can’t help,” and declined to provide assurances that students would be protected.
Liberty Counsel Founder and Chairman Mat Staver said the situation undermines both parental rights and military readiness.
“This teacher has been permitted to act this way with full knowledge of Poole Elementary administrators in violation of these children’s rights and the rights of their parents,” Staver said. “The Department of Defense Education Activity must protect these impressionable children from this gross and disturbing behavior.”
DoDEA has not yet publicly responded to the letter.
