Biden Says ‘Constitution Is Always Evolving’ on Rights

President Biden said the U.S. Constitution is always changing because of “additional rights” Tuesday.

He made the comments at the White House discussing his criteria for nominating the next Supreme Court justice.

Biden is already catching flack for saying he would pick his nominee based on race and gender before anything else.
