LIVE: The New York City Police Dept. has evacuated a large section of the Upper East Side after someone found a suspicious device near Gracie Mansion, the residence of the mayor. At least 10 blocks have been evacuated and shut down. Traffic has also been shut down. This is a developing story and we will update throughout the day.
