DEVELOPING STORY: A flood emergency has been declared tonight in New Orleans and the River Parishes region. Hurricane Francine is expected to dump nearly a foot of rain in the Big Easy. There are reports that the city’s pumping system cannot keep up with the rainfall. In some places the water is already six to seven feet deep. There are a number of water rescues under way. Video, which you can watch below, shows a Good Samaritan rescuing a stranded motorist from the flood waters. More than 200,000 customers are without power.
