DEVELOPING STORY: Many expressways and streets are submerged in up to three feet of water after massive flooding across New York City. Subway service has been suspended across much of the city. Gov. Kathy Hochul has declared a state of emergency. Video, posted below, shows cars nearly covered in water. Brooklyn was hit especially hard. One video shows a giant whirlpool forming where a storm drain is supposed to be. The National Weather Service issued a flash-flood warning for Manhattan, Brooklyn and Queens that was set to last through 12:30 p.m. Additional warnings were in effect for the Bronx, Staten Island and Jersey City, N.J.
